Correct, the polymorph system isn't design for "leveling up." However, you are encouraged to change out team attacks, machina combinations, or really anything else about your character you want for thematic or story purposes.
A lot of the wording was choosen with the Regency Era in mind. However, most of the choices you make are very open and could be used with other themes.
Played this yesterday and everyone had an absolute blast! Just when your secret crush asks you for a dance, a kaiju appears to terrorize the town! The constant push and pull between your personal desire to move within society, and your vow to protect the innocent as a sentai ranger was palpable throughout. Loved it.
