gang u do it by getting max affection, turn on easy mode so its easy to keep track of. I got it on my 4th run so I'm fairly sure you have to have a couple playthroughs to get it.

yes!! I got it after a few playthroughs, so I'm not sure if you need to complete the game a couple times to get it, but if you max out Jeff's affection you get a third option at the cliff and both of you live <33
