You're totally right. I was using not updated version. It's 1.0.5 for me. 

I should update right away, thank you kindly sir! (Yes, i am one of those maniacs who download the games and rarely updates them even after Steam tells them to).

Also:

An easy way to skip this though would be to do a cutscene to change your Ideals, but outside of that, there shouldn't be a way with a hex editor etc. to skip it.

Could you please clarify this "cutscene to change your ideals"? Do you mean that I should choose any option on dialogue regarding new powers? Yeah, that's the problem for me: any option causes soft-lock. 

Still, issue is on my side, I'll just look forward to update my ass, so thank you for your attention and many-many thanks to you directly for handling troubleshooting.

Hey. I've been stuck at the dialogue, right after Talia has defeated ADMN Spawner. She gives me a choice to make about her new powers. I choose any option and the game freezes after her saying: (...Now things are getting clear). There should be something else after that cutscene, but I get softlocked.

Wanted to download HEX-Editor or Cheat Engine in order to beat that stuff, just to skip to the next point of dialogue, but still no results for me. 

Could you please hint me how to (at least) break it to next level, even using HEX-editors or injectors while ingame? 

I guess I could work that out with additional info.
