Linux itself is not an operating system in the sense of windows or OSX. Linux is a kernel that acts as a base level operating system (similar to BIOS)
that can have additional functionalities coded on top of it. Ubuntu is a "Linux" operating system that uses the GNOME destop enviroment. You can, in fact, turn off GNOME, but then you are using the linux kernel itself, which is just a command line-esque interface. The god has spoken.
