For anyone who has the activation issue other reviews mention, here is what worked for me: Contact Ubisoft support. They will likely ask for proof of purchase and your Steam ID. After verifying the information they unlocked the DLC for my account manually. I hope this works for everyone and wasn't just an exception because I had a nice support employee. Good luck!
