Marvellous game! I love it, it was worth to wait all these twelve years to be able to finally play it and experience the Victorian Era on the screen once more, saving the Qing Dynasty and reviving the French Empire for dozens (or hunderds) of times, while listening to the lovely soundtrack composed by Håkan Glänte for Victoria 3. However, the game still NEEDS polishing and more depth to be added, in order to avoid being an another Imperator: Rome.
I do recommend! Even if again I am not always sure what I am doing.
The game has its flaws, but it is a quite good base to begin with. And now they reworked how military works, which is a really good change, yet a lot tweaks for diplomacy are required (even in 1.8).
