This is not me taking a shot at anyone who can't afford new games or steam cards to advance their profile. This is to avoid scammers, bots, and possibly trolls though I haven't had any issues with trolls. If you want to be steam friends, comment on something I posted in the community, or at least message telling me where and when we met whether on steam, any another game/client or IRL. My profile can be fully viewed and is public so anyone can comment. I'm willing to take a chance with some people but for the most part random adds WILL be ignored and you will be blocked if it annoys me.
