Yeah it's good fun. Very simplified traffic mechanics, but a overall fun game with interesting quirks.
If you want something more complex cities skylines is the way to go.

Unfortunately, this game has a very steep learning curve, and many issues that make it ever more difficult get into the game. (And enjoy it.)

That means that most people are easily turned away from the game initially. Like most other sandbox games, the niche community is what keeps it alive. And this means that instead of drawing more and more new players to ascertain income for the developers, that is not feasible. Instead, the dev team gets their income from more DLC's. This isn't necessarily bad, but is just an unfortunate downside to a game that fulfils a small niche, and has a pretty steep learning curve for new players.

With this in mind, if you think that you fall into this niche, then sure, get the DLC.
But if you just purchased the game, you may be more on edge, I would recommend learning to enjoy the game, before investing more.

So in this case, I am not recommending this DLC.
