Game development has been discontinued/abandoned in an unfinished state:

Early Access Review
Very fun experience playing this early access game. It's very well put together and has a 'Papers, Please' vibe but is very unique as well. I can't wait to see what's to come in the future

Early Access Review
Do not buy this game in its current state. Every update breaks more things (many of which were broken and then "fixed" before. There are very few people working on the game, which means progress is going to be slow for a long time.
Raf (the owner/main dev) keeps promising dates for releases, which almost always seemingly gets delayed for some excuse or another. Right now the game is essentially a driving and/or simulator- with horrible AI traffic that also isn't synced with traffic signals, no turn signals and other realism aspects like that, roads with arrows facing the wrong way, Police and EMS vehicles with no interiors or doors working, etc. The game is playable... bug only for just a few minutes and then it gets tedious and boring with a lack of tasks, focus, and polish.
You'll run into issues like the hydrant wrench can't stay on your person, so you end up losing it and have to either respawn your engine or call in an additional unit. Overall, the "game" is just not very immersive for it having a first-person camera, major tools, and fires that can be extinguished with water pumped via a fire engine. The game is a very, very long way from being completed, seeing that the Fire aspect is nowhere near finished and that EMS and Police sides have to be started and completed as well.

***Raf also stated back in April 2017 that the game price would permanently be lowered to $25 USD, but Raf misled everyone as usual.***

I get that this game is being developed by a few people, and by an indie developer, but the owner clearly does not have his priorities right and honestly needs to grow up and realize that he needs to cater to his customers, since they have given him a lot of money for something that we all hope is going to become a great game.

[Update]:
I really have serious doubts of a timely polished or finished game, especially now that Raf (the owner) is pursuing a career as an FDNY firefighter. On top of that, Raf definitely does not have his priorities right seeing that he bought a $100,000+ Nissan GTR a year or two ago with the money that presumably came from the early-access funding all of his customers have given him. Raf is in his 20's... where else would the money come from? https://www.facebook.com/photo.php?fbid=10157104979649251&set=a.498302724250.300436.740769250&type=3&permPage=1

The game is inherintly flawed (specifics are listed in other reviews) and it isn't going to get any better. The devs have not touched this game since release, so in its current state this game is not worth the money.
