tl;dr - Between a failing launch and distributive patch cycles, you're better off buying it on sale or after CD projektRED stops supporting the game and the community picks it up if you don't want to feel cheated when you buy it.
Normal version - It's not exactly clear to me what about CDprojektRED's engineering discipline (or lack there of), or communicative disconnect between engineering leadership and the rest of the company makes for just rough software releases, but that always ends up being hardest on the consumer, and there's been no clear action by the company to compensate or improve since these things have been pointed out. So that's why you'll want to pick this up on the cheap
