IrrLicht's comment needs some context. While the internet nowadays is nearly completely done over glass fiber networks, it still isn't instantaneous.
As a result the network has a latency and this latency increases with the amount of physical distance between the client and the server.

While people are used to play with only players from their geographical region (in this case EU-West-Frankfurt). Sam is a North American player, as can be seen from a couple of the comments on his profile and the country on his Steam profile.

The result of these facts is that Sam, when playing with European friends and acquaintances has what others see as an abnormally high ping. This however is normal as the internet traffic has to travel nearly 7000km to reach the EU-West game servers.

One should be speaking of a small technological wonder that a latency of only 100ms to 120ms is possible over such large distance instead of accusing Sam of hacking.
