First I'd like to say that I bought this game after patch 1.5 came out so I am not familiar with previous versions, however at the time of writing this it is post patch 1.5.

TL:DR This game is well worth playing in its current state, it is one of my favorite games ever with characters and a world I actually care about. It is well worth $60, however due to moral reasons given how the game launched that is up to you if you want to wait for a sale.

This is probably my favorite game to come out in recent memory. Possibly only second behind the Mass Effect trilogy for me personally. The story and world is extremely interesting, as are the characters, at least for me. This game has characters I actually care about. I would go to bed at night thinking of the way things were developing and my relationship with characters.
I completed all the main quests, side quests, gigs, and cyberpsycho spottings. So far the first and only playthough I've done was with a Nomad background, however I plan on doing at least two more playthoughs with the other two backgrounds.

As for glitches, I had nearly no issues with them. There were only two big-ish glitches that happened in my at the time of writing 67 hours of play time. One time an enemy fell through a cargo container, in which case I just shot through the container and killed them, and the other time I fell through the map in which case I reloaded a save. I encountered no other big glitches. There were some small visual bugs sometimes but I could easily overlook those. Sometimes the FOV would also reset but that was also fixed just by quicksaving and reloading it.

On the topic of performance I had really no issues there either. I ran the game maxed out at 1440p without raytracing enabled and consistently got 70-120 fps in all but the busiest areas. For reference I have an RTX 2070 Super and an i7 5820k.

In conclusion, my opinion is this game is well worth playing in its current state. I did buy it while it was on sale for $30 just out of principle given how poorly the launch went. Its a real shame because this is a great game whose reputation is tarnished by the absolutely horrific launch.
