Overall an enjoyable single player campaign and night city is awesome if you can look past the bugs.
I would recommend just to experience the story alone.

Gun play has some satisfying elements but at times feels cheap and doodoo

Already watched a bunch of YouTubers play it, but still want to experience it for myself. The weapons and resource management is so satisfying in this game!

Just play and drool over your inventory :P
