-rep. smurfing/playing deranked + playing with smurfs. cheating also quite probable.
I highly recommend to report this steam profile (and those of his friends and mates) for criminal activity/corrupted account and cheating. Use sth. like this e.g.:

„In CS:GO competitive mode, this player is way, way too good for his actual rank and playtime. It is extremely probable that this account is not his own and/or is used for illegal smurfing, boosting or hack testing.“
