Here are some exceptions

First exception: If you want to trade an item, leave a comment on my profile and say which item you want to trade, then I can add you, just to make the trade.

Second exception: If you've played with me, tell me when, which game, and if possible, have a screenshot of me in the lobby. If we have a mutual friend, that would be even better, so I can review your friend request and maybe add you.

Reminder: I don't add people without a reason. If I sent you a friend request, it's because I'm interested in something. The two main interests are: people to complete a squad in a game, or if you're a merchant and have an item that caught my attention.

If I send you a friend request without having either of the two reasons listed above, THAT'S NOT ME, BUT SOMEONE PRETENDING TO BE ME.
