This question relates more to the parent plug “The Events Calendar” though based on the wording of your question, I may know the reason!
Please try editing the event and make sure that the setting shown in this screenshot is correct:

Although there is a global setting, each event can override this setting so that’s why I’m wondering if this is the problem.

Ahhh OK, I see it now. You’re right. Is there a way to make the default as “before” value? It would make more sense for the global setting to be default, and then at the event level to be the override.
Also, allowing comments at the global level adds 2 comment sections when comments are allowed at the event level.

As for the comments, if you switch themes does this issue remain? I wonder if there is some issue with the theme you’re using. I haven’t heard of this issue before.
