Thank you for contacting Payment Plugins. The error message OR_BIBED_11 means your Google Pay integration is not complete or has an invalid entry. https://developers.google.com/pay/api/android/support/troubleshooting

In order to use the Google Pay Gateway, you will need to complete the integration steps provided in our documentation. https://docs.paymentplugins.com/wc-stripe/config/#/stripe_googlepay

Or you can use the Payment Request Gateway, which has a GPay integration and doesn’t require the approval process.
