I have the same issue! The latest WP. Cache plugin is OFF. No problem with other checkboxes such as “as a page under the dashboard menu”.

Unfortunately, this issue has not been fixed yet. It is still in progress. But, I fixed it by adding
%PAGE% ‹ %BLOG%code into “Page Title Template” field. Currently, your users should not keep the field empty. Otherwise, it causes the issue I mentioned in my previous message.Thank you for reply!

PS. WP forum autamatically converts unicode I suggested for
‹. You should write it into “Page Title Template” field as  and 249; (write it by merging (7 digits)).Up+
