Description

When selecting "0" for max terms, all terms should be displayed. However, in the editor, I'm seeing "No Terms Found".

Step-by-step reproduction instructions

  1. Insert a "Terms Query" block and select a term template.
  2. Select "0" for "Max Terms".
  3. See that we're displaying "No Terms Found" in the admin.
