Either a puzzle game or early RTS game (not sure yet) where you control marbles by building things that make them move.

Controls:

Left click to place selected building

Left click on an existing building to select it

Drag left click to rotate building

Right click to cancel building

Z to rotate building

Delete to remove the selected building

Middle mouse button drag to pan camera

Scroll wheel to zoom in/out
