Can Command and Conquer run without downloading other stuff? I just got the ultimate collection and keep getting a black screen when trying to launch the game do I need outside app help

This game was remastered altogether with Red Alert in 2020 by the folks that made it (now working at Petroglyph), with a whole overhaul, a good re-recording of the soundtrack by Frank Klepaki and a whole lot of love. It's still on Steam, but it's not this. This is a fast cash grab with the old game as it was.
