Or you could try upgrading your pc? I play in 4k Highest settings with solid 60fps ( as my monitor is only 60hz )

Hey man i just saw ur coment about the Rocket League update i had the same issue. but i fixed it by putting my video settings back to Default (the button in the bottom left hand corner) and then changing them back to what i used to get back to 60FPS
