After about 60 hours of experience with the game, I can say that it is still very bare-bones as of the cicero 1.2 update.

I did briefly play the game at launch and yes it has improved by removing the horrid mana system, but it still is very much meh.
The game overall feels very empty, even though the map is very big and there are hundreds of playable nations.

For reference, I set out to form Magna Graecia as Syracuse. It was quite challenging in that you have to fight both Carthage and Rome early in the game and your manpower is very much limited. After forming it, it not only didn't change my colour as it had done when I created Sicily and my flag did not change either. It very much killed my enthusiasm as I now was the dominant power in the Mediterranean with nothing to show for it.

Pros:
There are maybe a handful of games set in this era, it is a very unique era to play in
The map is big and has potential for many great campaigns
Interesting nations
Has potential

Cons:
Very bare-bones as of 1.2
Next to no flavour options
Only about 50 formable nations and very strict rules to forming them (migratory nations can't form nations outside their culture groups)
Paradox DLC hell is inevitable
No different buildings for different cultures, no culture specific buildings
UI is not very user friendly

I believe that the game will improve in the future, but at the cost of DLC. As a huge fan of the Paradox grand strategy games I have high hopes for the future of Imperator. But as it stands now it is probably not worth the price.
