I'd be happy to troubleshoot your issue when I'm online and have the time, if you'd like. Yet, overall I can sum up why you're encountering this issue here, so you have a better perspective as to why this is happening and can correct it if currently possible if your budget allows.

First and foremost, I can explain why your performance isn't stable. Your frame rate (high's/average/low's) aren't stable and fluctuate rapidly because of your total system memory available. The engine cache's and streams substantial amounts of data via physical system memory, as well as the systems virtual memory by way of the storage media.

Your RX 580 8GB is being heavily bottlenecked, because of the way the engine handles exchanges. Thus, the inconsistant frame rates and general performance can be isolated to a definitive issue.

Sadly, 8GB of system memory isn't sufficient for an optimal experience. Then if you're utilizing a hard disk for your storage media, it's basically a perfect storm for inconsistant, sub-optimal performance in Call of Duty: WWII.

I highly recommend that you upgrade to 16GB of system memory and if possible, for the most optimal experiencem, an SSD as your storage media. Yet overall, sadly without at least 16GB of system memory, you'll continue to encounter these issues.

For the time being, you can slightly offset what's occurring by increasing your alloted virtual memory to 32GB (8X system memory), but that won't completely remedy the issue. So, sorry to be the bearer of what might be "bad news", but an upgrade is necessary. Other than that, your rig is more than sufficient and is quite a capable machine.
