The only way it happens if the VAC team discovers some legitimate program that is somehow causing a false positive. In those cases the data sent by VAC is rechecked and if it appears that the program in question caused the false positive the affected accounts will have their bans lifted. That's why they keep track of all the details behind every VAC ban ever issued, just in case they need to review particular ban reasons.
But as I've said, it almost never happens. Your accounts not that old and only has a few items so it's probably not the biggest loss (since you can't trade/sell those items). If you want to play competitively, you'll need to create a new account. Just make sure to be more careful with the machine you log into to play, and be careful what you (or others) install on it.
A VAC ban means you played on a machine that someone install a cheat or mod. Public machines (cafe, school, etc...) are never safe to play on as you can't be sure someone hasn't slipped something onto it. Even a family computer can be vulnerable especially if others (family, roommates) also use and play games on that machine. Trust me, seen plenty of posts where the users sibling/cousin/friend used a cheat on their own account while playing on the shared machine. This makes ALL users using that machine vulnerable to a VAC ban.
And if it's a personal machine that nobody else has access to, at some point you installed something that modified the game. It may not have even had anything to do with the game in question, but it still did something to the game that would set off VAC. The only thing you can do is either factory reset the machine or reformat the machine (all hard drives) and install everything again.
